Abstract
Land redistribution is one of the implementations of agrarian reform aimed at achieving equitable land ownership and tenure while improving community welfare through the provision of legal certainty over land rights. One of the sources of Agrarian Reform Objects (TORA) is the remaining land from transmigration areas that has not been optimally utilized. Onim Jaya Village, Fakfak Regency, is one of the locations where land redistribution has been implemented using the remaining transmigration land. This study aims to analyze the implementation mechanism of land redistribution on the remaining transmigration land and to examine its impacts on the community in Onim Jaya Village. This study employed a descriptive qualitative research method. Data were collected through in-depth interviews, field observations, documentation studies, and a review of laws and regulations related to agrarian reform and land redistribution. Data were analyzed using the stages of data reduction, data presentation, and descriptive conclusion drawing. The results indicate that the implementation of land redistribution in Onim Jaya Village has been carried out in accordance with the procedures stipulated in Presidential Regulation of the Republic of Indonesia Number 62 of 2023. These procedures include the identification and inventory of land objects and beneficiaries, public outreach, land surveying and mapping, Agrarian Reform Task Force (GTRA) meetings, determination of eligible beneficiaries, and the issuance of Land Ownership Certificates (Sertipikat Hak Milik). However, several challenges were encountered during the implementation process, including limited inter-agency coordination, low public awareness, overlapping land claims, geographical constraints, adverse weather conditions, limited communication networks, and differing perspectives in determining eligible beneficiaries. These challenges were addressed through strengthened inter-agency coordination, direct public outreach, both online and offline data verification, phased land surveys, and mediation facilitated by the local government. The implementation of land redistribution has generated positive legal, social, and economic impacts on the community. From a legal perspective, the issuance of Land Ownership Certificates has provided legal certainty and reduced the potential for land disputes. Socially, increased security of land tenure has encouraged greater community participation in development programs and strengthened relationships between the community and the government. Economically, secure land rights have improved access to financing, enhanced agricultural productivity, and contributed to the improvement of community welfare. Therefore, land redistribution on the remaining transmigration land in Onim Jaya Village has supported the objectives of agrarian reform. Nevertheless, further efforts are required to strengthen inter-agency coordination, improve community assistance, and optimize access reform to ensure the long-term sustainability of the benefits derived from land redistribution.
