Abstract

This research was motivated by the implementation of the Complete Systematic Land Registration (PTSL) Program in Gorontalo City, which has not yet been fully optimal. Prior to the implementation of the 2025 PTSL Program, there were still 8,440 uncertified land parcels out of a total of 69,102 land parcels, indicating the need to evaluate the implementation of the program in order to enhance legal certainty of land ownership. This study aims to analyze the implementation of the PTSL Program in Gorontalo City based on the Weimer and Vining policy evaluation model and the 5M management theory, as well as to identify efforts to improve the program implementation. This study employs a descriptive qualitative method with data collection techniques consisting of interviews, observations, and documentation. The analysis was conducted using the criteria of effectiveness, efficiency, equity, responsiveness, and political feasibility, which were then associated with the 5M management theory. The results of the study indicate that the implementation of the PTSL Program in Gorontalo City has been carried out fairly well and has provided benefits in the form of increased legal certainty over land rights. However, its implementation still faces several obstacles, such as limited human resources, inadequate facilities and infrastructure, inconsistencies between physical and juridical data, and low public awareness regarding the importance of land certificates. Therefore, increased socialization, strengthened coordination, and optimization of resources are needed to support the successful implementation of the PTSL Program in Gorontalo City.
