Abstract

This study aims to analyze and describe in depth the procedures for implementing the Spatial Utilization Activity Conformity (KKPR) in Berusaha, identify the obstacles faced in its implementation, and formulate the urgency of transitioning to the KKPR Confirmation (KKKPR) to support the targets of the National Medium-Term Development Plan (RPJMN) in Ngawi Regency. The theoretical benefit of this study is to enrich the body of knowledge in public administration regarding the implementation of George C. Edward III’s policy theory. Practically, this study is expected to serve as a basis for evaluation and recommendations for the Ngawi Regency Government, the Land Office, and relevant agencies in reducing bureaucratic obstacles to investment licensing. The research method used is descriptive with a qualitative approach. Data collection was conducted through in-depth interviews with key stakeholders (DPUPR, DPMPTSP, the Land Office, DPPTK, and business operators), field observations, and document analysis. Data validity was tested using source and data triangulation techniques. The research findings indicate that the procedures for implementing KKPR in Ngawi Regency are divided into two tracks due to the lack of an integrated Detailed Spatial Plan (RDTR). Non-MSME business operators are required to use the Online Single Submission (OSS) system, which requires a Land Technical Consideration (PTP) and a Spatial Planning Forum (FPR) hearing, while low-risk MSMEs are accommodated through the local SIPPADU system. Based on George C. Edward III’s theoretical analysis, it was found that Resources constitute the most critical constraint triggering obstacles in other variables. These constraints include a shortage of verifier personnel, disruptions in the OSS and GISTARU systems, a decrease in the frequency of outreach activities due to budget constraints (Communication), low compliance among some FPR members (Position), and delays in permit issuance exceeding SOP deadlines due to the continued use of manual filing systems and wet signatures (Bureaucratic Structure). It is imperative to implement the KKPR Confirmation mechanism in Ngawi Regency to support the development of a 1,200 hectare agribusiness industrial zone, which is part of the National Strategic Project (PSN) under the 2025-2029 Medium-Term National Development Plan (RPJMN). The transition from the bureaucratic KKPR Approval mechanism to KKPR Confirmation through the acceleration of Online RDTR preparation is projected to reduce the time required for the issuance of spatial planning permits to 1 working day, thereby ensuring legal certainty and accelerating regional economic growth.
