Abstract

Waqf land certification provides legal certainty over waqf assets, yet uncertified plots (certification residue) still exist in Wonosobo Regency. Land Office data shows 335 of 1,478 waqf land plots (22.7%) remain uncertified. This study analyzes the certification process, the condition and distribution of residue, and the facilities, infrastructure, and human resources involved, focusing on geographical factors as the main variable. Using a qualitative descriptive-analytical approach, data were collected through interviews with the Land Office, Ministry of Religious Affairs, Religious Affairs Offices, nazhir, and wakif across five research subdistricts— Kejajar, Watumalang, Kaliwiro, Leksono, and Sukoharjo—along with document review. Results show that certification itself is free of charge but hindered by overlapping measurement data, limited KUA transportation budgets for delivering documents, wakif and nazhir's insufficient understanding of the difference between a Waqf Pledge Deed and a certificate, and parent-certificate splitting combined with unresolved inheritance as the most dominant obstacle. Causes of residue varied by subdistrict: mountainous terrain and distance dominated in Kejajar, while in Leksono, which has relatively good accessibility, residue instead stemmed from civil law issues. The study also found discrepancies in waqf land data between institutions, along with limited waqf-specific personnel and measuring equipment at both the Land Office and the Ministry of Religious Affairs. Resolving the certification residue requires strengthened interinstitutional coordination and data integration, along with region-specific strategies.
