Abstract

The mismatch between Protected Rice Fields (LSD) and the Regional Spatial Plan (RTRW) can weaken rice field protection, create uncertainty in spatial use, and hinder regional development. This study aims to analyze the spatial distribution pattern of LSD-RTRW mismatch in Blora Regency, examine the influence of population, accessibility, and economic factors, and assess its impacts and resolution efforts. This empirical study used a mixed methods approach. Data were obtained from LSD maps, RTRW maps, land-use maps, field observations, document studies, and interviews. The analysis employed overlay, Average Nearest Neighbor, multiple linear regression, and qualitative descriptive analysis. The results show that 52,595.26 ha or 76.5% of LSD areas are consistent with the RTRW, while 16,160.14 ha or 23.5% are inconsistent. The mismatch pattern is clustered. Simultaneously, population, accessibility, and economic factors have a significant effect, but partially only the economic factor has a significant influence. The mismatch affects land administration, agriculture, and regional development, requiring data harmonization, field verification, LSD updating, and interagency coordination.
