Abstract

Jetis Subdistrict, Mojokerto Regency is designated as an area allocated for industry and mining under Regional Regulation No. 9 of 2012 concerning the Spatial Plan (RTRW) of Mojokerto Regency 2012-2032. The expansion of Class C mining activities in five villages Lakardowo, Sidorejo, Mojolebak, Bendung, and Parengan since 2020 has driven land use change from agricultural land to mining areas, thereby affecting the conformity of spatial patterns and the physical condition of the land. This study aims to analyze land use change between 2020 and 2025, its conformity with the RTRW, and the physical potential for Class C mining in Jetis Subdistrict. The research methods employed include Sentinel-2 image classification using the maximum likelihood algorithm in ArcGIS 10.8 software, overlay analysis between land use and the RTRW, and overlay analysis of elevation and slope parameters based on the study by Sihotang et al. (2022) and the Regulation of the Minister of Environment and Forestry (Permen LHK) No. 20 of 2025. The results show that the area of Class C mining increased from 3.70 ha in 2020 to 46.39 ha in 2025. Land use conformity with the RTRW indicates that 1,467.62 ha (64.32%) fall into the "supporting" category, 489.64 ha (21.46%) into the "non-conforming" category, and 324.34 ha (14.22%) into the "conforming" category, given that the RTRW has not yet specifically designated a mining allocation zone. Meanwhile, the physical potential for Class C mining is classified into 1,435.88 ha (62.99%) categorized as "potential," 778.03 ha (34.13%) as "non-potential," and 65.46 ha (2.87%) as "highly potential," with Lakardowo Village identified as the village with the greatest potential for Class C mining.
