Abstract

The registration of transfers of land ownership is an essential part of maintaining land registration records because it ensures that the registered proprietor’s details in the land register and land title certificate remain accurate, current, and consistent with the actual legal conditions. At the Bogor Regency II Land Office, the implementation of land ownership transfer registration still faces delays in processing applications, creating uncertainty and affecting public satisfaction. This study aimed to assess public satisfaction, identify the highest and lowest rated service elements, and formulate measures to improve service delivery. This study employed an explanatory sequential mixed-methods design. Quantitative data were collected through questionnaires distributed to 240 applicants selected using simple random sampling and analysed using Indonesia’s Community Satisfaction Index. The quantitative findings were further examined through interviews, document review, and direct observation to obtain a comprehensive understanding of service implementation and the factors influencing public satisfaction. The results showed that the Community Satisfaction Index score was 77.172, corresponding to service grade B with a Good performance rating. The service outcome element received the highest score of 3.542, indicating that the issued land title certificates were consistent with the applications, complete, accurate, and contained minimal errors. The processing time element received the lowest score of 2.057. Delays were caused by limitations in the electronic land administration system, insufficient human resources, and incomplete or inconsistent application documents. Service improvements should focus on strengthening digital system reliability, evaluating workloads, improving staff competence, providing clear information regarding requirements, and strengthening coordination among applicants, Land Deed Officials, and the Land Office.
