Abstract

The digital transformation of land administration through the implementation of electronic land systems requires accurate, integrated, and high-quality land data. However, various land parcel anomalies remain present in practice, resulting in inconsistencies between spatial and juridical data that may affect the effectiveness of land administration services. This study aimed to identify the types of land parcel anomalies based on Electronic Land Parcel Identification Numbers, analyze the factors causing these anomalies, and examine the mechanisms used to handle land parcel anomalies at the Land Office of Kulon Progo Regency. This study employed a qualitative method using a case study approach. Data were collected through in-depth interviews, observations, and document studies involving parties directly related to land data management and anomaly handling processes. Data analysis was conducted through data reduction, data display, and conclusion drawing, while data validity was ensured through source and method triangulation. The results showed that NIBEL-based land parcel anomalies included discrepancies in parcel area, differences in parcel shape, positional errors, and inconsistencies between spatial and juridical data. The causes of these anomalies consisted of technical factors, administrative factors, and changes in field conditions that had not been updated within the system. The anomaly handling process involved identification, document verification, spatial and juridical data validation, field verification, and data correction within the electronic land administration system. The handling process contributed to improving land data quality, supporting the integration of spatial and juridical data, and enhancing the effectiveness of land administration services.
