Abstract

The waste problem in Yogyakarta City is becoming increasingly critical due to high waste generation, population density and limited land availability in urban areas. The Yogyakarta City Government has developed the Programme Masyarakat Jogja Olah Sampah (Mas JOS) as a community-based waste management initiative through waste reduction at source. This study aims to analyse the availability of land utilised in the implementation of the Mas JOS Programme in the City of Yogyakarta, to identify the forms of land use and the roles of various stakeholders in supporting the programme’s implementation, and to detect the potential for agrarian reform in supporting the development of the Mas JOS Programme. This study employs a qualitative approach using a case study method combined with spatial analysis. Data were collected through field observations, interviews and document analysis. Spatial analysis was carried out using a Geographic Information System (GIS). Data analysis was conducted using qualitative descriptive methods. The research findings show that the Mas JOS Programme is supported by 1,406 spatially identified locations, consisting of waste banks, jumbo biopores, and drop-off points for sorted organic waste distributed across Yogyakarta City. Most locations are situated on high-density residential, low-density residential, and commercial land. Spatial analysis indicates that 93.74% of the locations are categorised as permitted, conditional, or conditionally restricted under the Yogyakarta City RDTR. Waste management activities include waste banks, jumbo biopores, maggot farming, drop-off points for sorted organic waste, and collection by transporters. The programme is implemented through collaboration among multiple stakeholders and managed 1,790.06 tonnes of waste, equivalent to approximately 3.92% of the city’s estimated waste generation during August–December 2025. Agrarian reform can further support the programme through asset reorganisation, including a proposed waste treatment facility (TPST) in Kemantren Umbulharjo, and improved access through enhanced facilities, community capacity building, mentoring, and partnerships.
