Abstract
This study examines the challenges posed by agricultural gerontocracy to the implementation of the Sustainable Food Agricultural Land (LP2B) policy in Labuapi Village, West Lombok Regency. Agricultural gerontocracy is characterized by the dominance of older-generation farmers in the ownership, control, and decision-making regarding farmland, thereby limiting younger generations’ access to the agricultural sector. This study aims to analyze the comparison of land ownership between older and younger generations of farmers, patterns of land transfer and ownership, farmers’ responses to the establishment of LP2B, and the role of LP2B in controlling land conversion and supporting farmer regeneration. The method used is descriptive qualitative research, with data collected through document analysis, interviews, Focus Group Discussions (FGDs), and field observations. The research findings indicate that ownership and control of agricultural land in Labuapi Village are still dominated by older- generation farmers. Of the 232 farmers in five farming groups, 208 or about 90% are older-generation farmers, while younger-generation farmers number only 24 or about 10%. The pattern of land control transfer occurs informally, gradually, and on a family basis, while ownership transfer generally occurs through inheritance. The establishment of the LP2B has been met with a generally positive response, as it is seen as capable of ensuring the sustainability of agricultural land; however, its effectiveness remains limited due to insufficient public awareness, weak oversight, suboptimal incentives, pressure from housing development, land fragmentation, and limited access to land for the younger generation. Thus, while the LP2B serves as an instrument for protecting agricultural land, it has not yet fully ensured land availability and the regeneration of young farmers in Labuapi Village.
