Abstract

The Complete Systematic Land Registration (PTSL) Program is one of the Indonesian Government's strategic national programs aimed at accelerating land registration to provide legal certainty over land ownership. The successful implementation of this program is closely related to the quality of employee performance, which is influenced by employee satisfaction. This study aimed to analyze the effect of employee satisfaction on the performance quality of the PTSL Program at the Bandung City Land Office. This research employed a descriptive quantitative approach. The population consisted of all employees involved in the implementation of the PTSL Program at the Bandung City Land Office, totaling 50 employees. Since the population was fewer than 100 individuals, a total sampling technique was applied. Data were collected through questionnaires using the Job Satisfaction Survey (JSS) instrument to measure employee satisfaction and performance quality indicators adapted from Rivai (2019). The data were analyzed using simple linear regression after passing validity, reliability, normality, linearity, and heteroscedasticity tests. The findings indicate that employee satisfaction has a positive and significant effect on the performance quality of the PTSL Program. The partial test (t-test) produced a t-value of 4.579 with a significance value of 0.000 (<0.05), indicating that the proposed hypothesis was accepted. Furthermore, the coefficient of determination (R2) was 0.304, meaning that employee satisfaction explains 30.4% of the variation in performance quality, while the remaining 69.6% is influenced by other factors outside this study. The study concludes that improving employee satisfaction contributes to better performance quality in the implementation of the PTSL Program. Therefore, the Bandung City Land Office is encouraged to improve employee satisfaction through better compensation, supportive work facilities, effective communication, and appropriate appreciation systems to enhance organizational performance and public service quality.
