Abstract
Bungin Island in Sumbawa Regency is a Bajo settlement that has expanded through self-organised traditional reclamation using dead coral rubble. This practice has enlarged the island from 10.9 hectares in 2010 to 20.45 hectares in 2026, yet it has proceeded without formal permits, creating tenurial uncertainty and pressure on the coastal ecosystem. This study aims to explain the background and practice of Bajo traditional reclamation, analyse the resulting physical spatial change, identify its conformity and conflict with socio-cultural, environmental, and legal aspects, and formulate a management strategy supporting sustainable spatial use. This study applies a qualitative approach using a survey design in the single locus of Bungin Island Village. Data were collected through interviews, observation, and document study, supported by spatial analysis through time- series digitisation of Google Earth Pro satellite imagery for the 2010–2026 period. Strategy formulation employed IFE, EFE, SWOT, and QSPM matrices. The findings show that traditional reclamation is driven by socio-cultural construction, limited spatial carrying capacity, attachment to marine space, and land commercialisation as a fourth factor strengthening since 2018. Spatially, the land area grew by 87 percent between 2010 and 2026, with a perimeter reaching 5.90 kilometres. The practice aligns with regulatory principles but conflicts with their formal requirements, and reveals an asymmetry of spatial stewardship: marine space is guarded by customary institutions while terrestrial space lacks equivalent governance. This study formulates an Institutionalised Local Wisdom- Based Adaptive Reclamation Model, operationalised through three strategies, prioritising regulatory formalisation and area management.
