Abstract

The construction of the Jogja–Solo Toll Road as a National Strategic Project has improved regional connectivity but has also reduced productive agricultural land due to land acquisition. This condition has potentially affected rice production, farmers' economic conditions, and the agricultural environment in the affected areas. This study aims to analyze the impacts of land acquisition for the Jogja–Solo Toll Road construction on rice production, farmers' economic conditions, and the agricultural environment in Kapungan Village, Polanharjo District, Klaten Regency. The study employed a descriptive qualitative approach. Data were collected through field observations, in-depth interviews with affected farmers, village officials, and relevant stakeholders, as well as documentation and literature review. Data were analyzed using data reduction, data display, and conclusion drawing techniques. The results indicate that land acquisition reduced the area of rice fields, leading to a decline in total rice production, although land productivity per unit area remained relatively stable. Economically, most farmers experienced a decrease in agricultural income; however, compensation funds were utilized for purchasing replacement farmland, house construction, business capital, savings, and educational expenses. Environmentally, toll road development altered drainage patterns, disrupted irrigation networks, and increased the risk of waterlogging in agricultural fields adjacent to the toll road corridor. This study concludes that land acquisition not only changes land use patterns but also affects the sustainability of agricultural production systems and farmers' livelihoods. Therefore, mitigation measures through irrigation improvement, drainage management, and agricultural land protection are essential to minimize long-term impacts.
