Abstract

Agrarian Reform Access aims to improve community welfare through economic empowerment and institutional trengthening. Tirto Village, Grabag District, Magelang Regency, was selected as an Agrarian Reform Access location due to its potential in palm sugar production, agriculture, and micro-enterprises, despite facing challenges related to market access, institutional capacity, and dependence on natural conditions. This study aims to analyze the implementation of Agrarian Reform Access in Tirto Village, its socio-economic impacts, and the factors influencing its implementation. A qualitative descriptive approach was employed, with data collected through observation, interviews, and documentation. Data were analyzed using the Miles and Huberman interactive model. The results show that Agrarian Reform Access was implemented from 2022 to 2024 through social mapping, business capacity building, institutional strengthening, the establishment and reorganization of BUMDes Gesang Mandiri, the development of Kampung Aren, and market access facilitation. The program contributed to increased community participation, stronger village economic institutions, improved business capacity, and greater income opportunities. The average estimated monthly income of beneficiary palm sugar farmers reached approximately IDR 3,080,000, although it remained vulnerable to seasonal and weather-related fluctuations. Supporting factors included government support, community participation, and abundant palm resources, while limited human resources, restricted market access, and dependence on natural conditions remained major constraints.
