Abstract

Population growth triggers limited habitable land and slum settlements. Land Consolidation (LC) policy is implemented as a spatial planning solution. This study aims to analyze the effect of LC implementation on the social and economic impacts of the community in Penawangan Village (Semarang Regency) and Kauman Kidul Village (Salatiga City). The research method uses an inferential quantitative approach with a sample of 78 respondents in Penawangan Village and 77 respondents in Kauman Kidul Village taken through simple random sampling. Data were collected via Likert-scale questionnaires, interviews, and observations. Data analysis was performed using instrument quality tests (validity and reliability), classic assumption tests (residual normality, linearity, heteroscedasticity), and simple linear regression analysis. The t-test results prove that LC implementation has a positive and significant effect on social and economic impacts in both locations. Based on the coefficient of determination (R2 ) analysis: (1) In Penawangan Village, LC contributes strongly by 78.6% to the social impact (R=0.886) and 14.4% to the economic impact (R=0.379); (2) In Kauman Kidul Village, LC contributes moderately by 31.9% to the social impact (R=0.565) and 15.3% to the economic impact (R=0.391). The high influence in Penawangan Village is triggered by the integration of LC with multisectoral infrastructure budgeting (Integrated DAK). It is suggested that local governments synergize LC physical planning with economic empowerment programs (access reform) to maximize the community's economic value added.
