Abstract

The high number of surveying and mapping service requests at the Semarang City Land Office requires adequate human resources. One effort to support this need is the involvement of Licensed Surveyors. This study aims to identify the role of Licensed Surveyors, determine the effectiveness level of surveying and mapping services, and analyze the influence of the role of Licensed Surveyors on the effectiveness of surveying and mapping services at the Semarang City Land Office. This study used a quantitative method with descriptive and associative approaches. The role of Licensed Surveyors was analyzed based on Biddle’s Role Theory, which includes role expectations, role behavior, and role performance. Service effectiveness was analyzed using Steers’ Organizational Effectiveness Theory, which consists of productivity, efficiency, service quality, and user satisfaction. The sampling technique used in this study was saturated sampling or total sampling. Data were collected through questionnaires, observation, and documentation. The data were analyzed using validity testing, reliability testing, normality testing, linearity testing, simple linear regression, t-test, and coefficient of determination with the assistance of IBM SPSS Statistics 26 on 34 respondents who met the research criteria. The results showed that the role of Licensed Surveyors obtained an average score of 3.44, while the effectiveness of surveying and mapping services obtained an average score of 3.34. Both were categorized as very high. The simple linear regression test showed that the role of Licensed Surveyors had a positive and significant effect on service effectiveness, with a significance value of 0.000 and a coefficient of determination of 60.6%. The observation results showed that surveying activities, the completeness of survey drawings, and data processing were generally carried out in accordance with technical provisions. Meanwhile, documentation results on the implementation of surveying and mapping services showed service completion achievements that supported the statistical analysis. Therefore, Licensed Surveyors contribute to supporting the effectiveness of surveying and mapping services at the Semarang City Land Office.
