Abstract
The rapid development of Information and Communication Technology (ICT) has encouraged governments to undertake digital transformation in the delivery of public services. Pucung Village, located in Girisubo District, Gunungkidul Regency, has implemented digital governance innovations through the Village Information System (SID) and the SIRAMAH (Siap Antar Sampai Rumah) service as efforts to improve the effectiveness of public service delivery. However, the implementation of these innovations still faces several challenges that require further examination. This study aims to: (1) analyze governance innovations through the implementation of SID and the SIRAMAH service in supporting public services and local potential management in Pucung Village; (2) identify the challenges encountered in implementing SID and SIRAMAH; and (3) analyze the strategies undertaken by the village government to address these challenges in order to enhance the effectiveness of information technology-based governance. This research employs a descriptive qualitative approach. Data were collected through interviews, observations, and documentation involving village officials, members of the Village Consultative Body (BPKal), community leaders, and users of the services. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The findings indicate that the implementation of SID and SIRAMAH represents a significant innovation in public service delivery, contributing to improved governance effectiveness through easier access to services, faster administrative processes, greater transparency of information, and increased responsiveness of the village government to community needs. The main challenges include limited internet infrastructure, insufficient human resource capacity in managing information technology, and varying levels of digital literacy among community members. To address these challenges, the Pucung Village Government has undertaken several initiatives, including capacity-building programs for village officials, continuous system development and improvement, expansion of internet access, and the provision of socialization and assistance programs for the use of digital services. This study concludes that digital governance innovations through SID and SIRAMAH have made a positive contribution to improving the quality of public services in Pucung Village. Although several challenges remain, the efforts undertaken by the village government demonstrate a strong commitment to establishing governance that is more effective, transparent, accountable, and responsive to community needs.
