Abstract
This research is motivated by the importance of aligning village master planning documents with local cultural values to prevent them from being eroded by the forces of modernization, particularly in karst regions characterized by unique environmental conditions. The study aims to analyze the integration of local cultural values and traditions into the development concept of the Pucung Village Master Plan, identify the challenges encountered during the process, and formulate the solutions adopted to address those challenges. This study employs a qualitative research method with a descriptive approach. Primary data were collected through field observations and in-depth interviews with the Village Head (Lurah), Village Secretary (Carik), Head of Planning Affairs, Head of Administrative Affairs, hamlet heads, cultural figures, and representatives of the local community. Secondary data were obtained through document analysis of the Pucung Village Master Plan 2022-2042 and other relevant public documents. Data were analyzed using thematic analysis, which involved the stages of preliminary review, data reduction, organization of information units, and theme categorization. The findings indicate that the integration of cultural values and local traditions has been implemented through a tiered, bottom-up deliberative process, although broader community participation remains largely dominated by hamlet-level elites. The main challenges identified include the village officials' difficulty in translating abstract cultural values into the village master planning document, a fiscal crisis caused by reductions in village funding that has triggered inter-hamlet tensions, and the stagnation of tourism development at Ngungap Beach due to the delayed issuance of the Serat Kekancingan permit for Sultan Ground (SG) land. To address these challenges, the village has strengthened the social capital of communal actors, utilized the Yogyakarta Special Region's Special Autonomy Fund (Dana Keistimewaan or Danais) as a development safety net, employed customary deliberation (rembug adat) as a conflict-resolution mechanism, and encouraged the optimization of community-based independent economic adaptation.
