Abstract

This study examines the implementation of the Direct Community Application (Permohonan Langsung Masyarakat/PLM) service delivered through the Licensed Surveyor Service Office (Kantor Jasa Surveyor Berlisensi/KJSB) in cadastral surveying and mapping at the Land Office of Banyuwangi Regency, the only regency administering PLM in East Java Province. The study aims to analyze the service mechanism, the supporting and inhibiting factors of its implementation, and the quality of the cadastral surveying and mapping products generated by the KJSB. A descriptive qualitative method was employed, using interviews with several informants—namely the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) through the relevant Regional and Land Offices, the KJSB operating in Banyuwangi Regency, and members of the public who used the PLM service—as well as field observation regarding product quality and document study to obtain data relevant to the research focus. The findings show that the PLM service mechanism proceeds through a structured and standardized series of stages involving the coordination of three actors—the applicant, the KJSB, and the Land Office—and is consistent with Technical Guidelines Number 9/Juknis-PU.04.01/XI/2023. Implementation is supported by institutional support and openness, a clear legal basis, the resource self-sufficiency of the KJSB, responsive communication, and accelerated service delivery. The main inhibiting factor that remains active is the delayed completion of documents by applicants, which may slow service completion beyond the 14- working-day Service Level Agreement (SLA) target, along with limited public outreach. The quality of the cadastral surveying and mapping results has generally met the applicable technical standards, with quality control carried out in a tiered manner by government institutions. The study concludes that PLM expands service capacity without transferring the state's authority of certification to private parties.
