Abstract
High-quality land services require adequate human resources, including Cadastral Surveyor Assistants (ASK) who support Cadastral Surveyors (SK) in carrying out cadastral surveying and mapping activities. This study aims to analyze the role of ASK in supporting land services at the Survey and Mapping Section of the Central Lombok Land Office and to formulate strategies for optimizing their role. This research employed a descriptive qualitative approach. Data were collected through interviews, observations, and document reviews involving 21 informants, including the Head of the Survey and Mapping Section, civil servants, Cadastral Surveyors, and Cadastral Surveyor Assistants. Data were analyzed using the Miles, Huberman, and Saldana interactive model, consisting of data reduction, data display, and conclusion drawing. The analysis applied the 5M management approach (Man, Money, Material, Machine, and Method) and SWOT analysis. The results indicate that the role of ASK at the Central Lombok Land Office has been implemented in accordance with their position as assistants to Cadastral Surveyors as stipulated in the Minister of Agrarian Affairs and Spatial Planning/National Land Agency Regulation Number 9 of 2021, as amended by Regulation Number 8 of 2022. ASK contributes to physical data collection, cadastral surveying, measurement data processing, and the preparation of technical documents to support land services. However, several challenges remain, including administrative discipline, limited supporting facilities, inconsistent mechanisms for distributing operational incentives, and coordination that still requires improvement. Based on the SWOT analysis, the recommended strategies include strengthening ASK competencies through continuous training, improving the transparency of operational fund distribution, providing adequate surveying equipment and facilities, strengthening coordination among ASK, SK, and Licensed Cadastral Surveyor Offices (KJSB), and conducting regular performance evaluations to improve the effectiveness of land services.
