Abstract

The completion of land asset certification for the Bireuen Regency Government is highly urgent in ensuring legal certainty and preventing ownership conflicts that could potentially hamper regional development. Of the total 1,381 land plots, only 440 have been certified, while the remainder lack formal legal status. This study aims to analyze the completion of land asset certification for the Bireuen Regency Government, identify the obstacles encountered, and evaluate the factors and constraints faced by the Bireuen Regency Land Office in expediting the certification process. The results indicate that the Bireuen Regency Government's strategy for completing asset certification involves conducting regular asset inventories, strengthening coordination between the Regional Government and the Bireuen Regency Land Office, accelerating the fulfillment of administrative documents, and utilizing a digital-based asset management information system and land services. The archive management system required to support asset security is implemented through an integrated arrangement of physical and digital archives, grouping documents by ownership status, digitizing land documents, and regularly updating asset data to facilitate tracking and monitoring. Supporting factors in the certification process include local government commitment, support from the Land Office, utilization of information technology, and the availability of regulations. Meanwhile, ongoing obstacles include incomplete ownership documents, discrepancies between physical and legal data, third-party claims, limited human resources, and suboptimal inter-agency coordination.
