Abstract

Conversion of paddy fields into residential areas has become increasingly common in peri-urban regions due to population growth and rising housing demand. Jaten District, Karanganyar Regency, which directly borders Surakarta City, has experienced significant residential development that has contributed to the conversion of agricultural land. This study aims to analyze the spatial distribution of paddy field conversion into residential areas and evaluate its conformity with the Detailed Spatial Plan (RDTR) of the Karanganyar Urban Area during the 2020-2025 period. The research employed a descriptive quantitative approach using Geographic Information System (GIS)-based spatial analysis. Land use maps from 2020, 2024, and 2025 were analyzed through overlay and intersect techniques to identify land conversion patterns and assess their conformity with the RDTR. The results showed that 21 locations experienced paddy field conversion into residential areas with a total area of approximately 10.58 hectares. Conformity analysis indicated that 19 locations (90.48%) were consistent with the RDTR, while 2 locations (9.52%) were not in accordance with the designated spatial plan. These findings demonstrate that residential development in Jaten District has generally followed the established spatial planning policies, although stronger monitoring and control of land utilization remain necessary to ensure sustainable spatial development.
