Abstract
Bantul Regency is one of the areas that has experienced rapid land-use changes in recent years, accompanied by an increase in flooding incidents in several areas. This study aims to analyze land-use changes during the 2017–2025 period, assess their compliance with the Bantul Regency Spatial Plan (RTRW), and describe their impact on flooding incidents. The study employs a quantitative descriptive method with a spatial approach. The data used include Sentinel-2 imagery from 2017 and 2025, the Bantul Regency RTRW map, flood event data, and rainfall data. Analysis was conducted through image interpretation via supervised classification using the Maximum Likelihood algorithm, land-use change analysis, and analysis of land- use compliance with the RTRW using overlay techniques, followed by Normalized Difference Vegetation Index (NDVI) analysis to characterize vegetation density. The results of the study show that built-up land experienced the highest increase of 1,336.34 ha, with Kapanewon Imogiri being the area with the largest land-use change (1,334.91 ha). The overlay analysis against the RTRW shows that 56.36% of land use is in compliance, 35.55% is consistent, and 8.09% is non-compliant with the spatial plan, with the largest discrepancy also occurring in Kapanewon Imogiri (863.38 ha). NDVI analysis shows a decrease in the area of dense vegetation from 12,030.6 ha to 6,262.31 ha. Fluctuating rainfall conditions in the low-to-moderate range indicate that rainfall is not the dominant factor causing flooding; rather, it is the reduction in land infiltration capacity resulting from the conversion of vegetated land to built-up land, which is not offset by adequate drainage capacity. Therefore, controlling land use and implementing sustainable land-use practices are crucial for mitigating the impacts of flooding in Bantul Regency.
