Abstract

The digital transformation of land administration services is part of the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN)'s effort to improve public service quality through the implementation of electronic land services. One of the services implemented is the electronic transfer of land rights. However, its implementation still faces several challenges, making an evaluation of its effectiveness necessary. This research aims to: (1) describe the implementation of electronic land rights transfer services at the Land Office of Kulon Progo Regency; (2) analyze the timeliness of service completion compared with the applicable service standards as an indicator of effectiveness; and (3) identify efforts to improve the effectiveness of service implementation. This research employed a descriptive qualitative method with an evaluative approach. Data were collected through interviews, observations, and document analysis involving officials of the Kulon Progo Land Office, Land Deed Officials (PPAT), and supporting documents. Data were analyzed using the Miles, Huberman, and Saldaña interactive analysis model consisting of data reduction, data display, and conclusion drawing. The findings were interpreted using policy implementation theory, the design–reality gap theory, and the concept of public service effectiveness. The results indicate that the electronic land rights transfer service has been implemented through the ATR/BPN electronic system, improving accessibility, transparency, document monitoring, and administrative efficiency. Nevertheless, the service has not yet been fully electronic because several stages, including submission of physical documents, data conversion, validation, and manual verification, are still required, resulting in a hybrid service model. In terms of service timeliness, the implementation has proven effective, as the average completion time decreased to 2.34 days, exceeding the national service standard of five working days, while the number of applications completed on time also increased. The remaining challenges include system disruptions, limited human resource readiness, incomplete land data digitization, and information technology infrastructure constraints. Therefore, improving service effectiveness requires regulatory optimization, strengthening human resource capacity, enhancing the electronic system, and improving supporting infrastructure.
