Abstract
Digital transformation in the government sector has become a key strategy for improving the quality of public services, including within the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN). The Kendari City Land Office, as the technical implementing unit, plays a crucial role in implementing this digitalization policy. However, the success of the transformation is not solely determined by the availability of technology, but also by the perceptions of employees, the primary service providers. This study aims to analyze employee perceptions of digital transformation at the Kendari City Land Office, identify influencing factors, and analyze the impact of digital transformation on the effectiveness of land services at the Kendari City Land Office. This research is based on the Technology Acceptance Model (TAM) developed by Fred Davis (1987), the perception theory of Robbins & Judge, and the concept of organizational effectiveness by Richard M. Steers. The approach used was quantitative descriptive and explanatory, with a total sampling technique involving all 79 employees at the Kendari City Land Office. Data were collected using a Likert-based questionnaire. The instrument was tested through validity (r count > 0.355) and reliability, and met the classical assumptions of normality, multicollinearity, and heteroscedasticity. Data analysis used multiple linear regression with SPSS. The results showed that employee perceptions of the usefulness and ease of use of the digital system were in the good category. Both partially and simultaneously, both variables had a positive and significant effect on the effectiveness of land services (Y = 7.268 + 0.768X1 + 1.818X2; F = 71.849; sig. < 0.001). This study concluded that digital transformation has significantly improved the effectiveness of land services at the Kendari City Land Office.
