Abstract

The digitalization of land administration is one of the government's efforts to improve the effectiveness, efficiency, transparency, and accountability of public services in the land sector. Banjaroyo Village has implemented the Village Land Information System (SIMPEL) as a digital platform for managing land administration data, particularly the digitization of Letter C archives. However, the implementation of an information system needs to be evaluated to determine its level of effectiveness and to identify the challenges encountered during its utilization. This study aims to: (1) evaluate the utilization of the Village Land Information System (SIMPEL) in Banjaroyo Village, Kalibawang District, Kulon Progo Regency; and (2) identify the obstacles encountered in utilizing the application. This research employed a quantitative method with a descriptive evaluative approach. The Context, Input, Process, Product (CIPP) evaluation model was applied as the analytical framework. Primary data were collected through questionnaires distributed to 23 village officials involved in the implementation of SIMPEL and through interviews with application users. Quantitative data were analyzed using descriptive statistical methods by calculating the mean score, while qualitative interview data were analyzed through data reduction, data presentation, and conclusion drawing. The results indicate that the utilization of the SIMPEL application achieved an average score of 4.61, equivalent to 92.13%, which falls into the Very Good category. These findings demonstrate that SIMPEL has effectively supported the digitalization of land administration by facilitating the management and retrieval of Letter C data, improving the efficiency of land administration services, and assisting the village government in managing land information in a more systematic manner. Nevertheless, several challenges remain, including limited computer facilities and internet connectivity, the need to improve human resource competencies through training and technical assistance, restricted user access for certain system functions, inconsistencies between initial land records and field conditions, and the necessity for continuous technical support and system development. In conclusion, the utilization of the SIMPEL application in Banjaroyo Village has been implemented successfully and has significantly supported the digital transformation of land administration at the village level. However, improvements in infrastructure, user capacity building, data quality enhancement, and continuous system development are still required to ensure the optimal and sustainable implementation of the application.
