Abstract

Employee performance is a key factor in realizing transparent, accountable, and responsive services in a modern land bureaucracy. Transformational leadership that supports its employees can establish a tradition to strengthen the work culture that will impact on improving employee performance. This study aims to analyze the influence of transformational leadership and work culture on employee performance in realizing a modern land bureaucracy at the Kendari City Land Office. This study uses a quantitative approach with an explanatory survey method of 75 State Civil Apparatus (ASN) employees determined using total sampling. Data collection uses a 1-5 Likert scale questionnaire and data processing through the assistance of SmartPLS 4 software with the Partial Least Square-Structure Equation Modeling (SEM-PLS) method. The results of the study indicate that transformational leadership has a positive and significant effect on employee performance and a positive and significant effect on work culture. Work culture is also proven to have a positive effect on employee performance and is able to mediate the effect of transformational leadership on employee performance. Thus, the synergy between transformational leadership and a strong work culture results in optimal employee performance, thus supporting the realization of a modern land bureaucracy at the Kendari City Land Office that is adaptive, responsive, accountable, and oriented toward quality public service.
