Abstract

The Sentuh Tanahku Application was introduced by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) as a means of accessing land information and services electronically. However, its implementation still faces several obstacles, including low levels of digital literacy among the community, an application interface considered insufficiently simple, limited internet access, and discrepancies between the information requirements listed in the application and the policies applied by the Garut Regency Land Office, all of which make it difficult for rural communities to obtain accurate land information quickly. This study aims to analyze the factors causing these difficulties, identify the causes of the information discrepancies, and design a barcode system as a complementary solution in Sindangprabu Village. The study employs a descriptive qualitative method with an empirical approach, using interviews, observation, and documentation. The results show that digital literacy, internet access, and the complexity of the application interface are the main contributing factors to the obstacles faced, while the information discrepancies stem from local policy discretion. The designed barcode system has proven effective in improving the convenience, efficiency, and accuracy of land information as a complement to the Sentuh Tanahku Application.
