Abstract

This study aims to analyze the influence of work culture and employee competence on perceptions regarding the implementation of New Public Management within the land administration bureaucracy, focusing on the Magelang Regency Land Office. The study employed a quantitative method using a survey approach, involving 36 respondents out of 60 civil servants (PNS) at the Magelang Regency Land Office; the number of respondents was determined based on the number of returned questionnaires that met the criteria for analysis. Data collection was conducted by distributing a questionnaire using a Likert scale, while data analysis employed the Partial Least Squares-Structural Equation Modeling (PLS-SEM) method using the SmartPLS 4 software. The results of the study indicate that work culture has a positive and significant effect on the perception of implementation of NPM, with a path coefficient of 0.410, a t-statistic of 2.917, and a p-value of 0.002. Employee competence has a positive and significant effect on work culture, with a path coefficient of 0.568, a t-statistic of 6.379, and a p-value of 0.001. Furthermore, employee competence also has a positive and significant effect on the perception of implementation of NPM, with a path coefficient of 0.330, a t-statistic of 1.951, and a p-value of 0.026 in a one-tailed test. The research findings indicate that strengthening work culture and enhancing employee competencies are factors that play a role in supporting the implementation of NPM principles in the land administration bureaucracy. Therefore, improving NPM implementation must be supported by strengthening organizational work values and behaviors, as well as the continuous development of employee competencies.
