Abstract
This study analyzes land use changes and land value dynamics along the Bondowoso–Jember Highway corridor, particularly in Pancoran Village, during the period 2018 to 2024. The research employs a spatial analysis approach using Geographic Information Systems (GIS) through the overlay of land use maps and Land Value Zone (ZNT) data, combined with secondary data and in-depth interviews. The findings reveal a dominant conversion of paddy fields and plantations into residential areas, with the rate of change directly proportional to the increase in land value. The highest land values were recorded along the main road corridor, ranging from IDR 750,000 to IDR 1,000,000 per square meter, which is significantly higher compared to areas located further behind. The results confirm a strong correlation between infrastructure accessibility, land conversion, and land value accumulation. Moreover, the study identifies a tendency of land speculation and inconsistencies with the Spatial Planning (RTRW), which may potentially create spatial disparities. Therefore, effective land-use control and adaptive land policies are crucial to ensure sustainable development in the region while preventing the degradation of productive agricultural land.
