Abstract

Land right registration aims to provide legal certainty regarding land ownership; therefore, supervision of the Standard Operating Procedures (SOP) during its implementation is essential. This study aims to analyze service standards, adherence to SOP implementation, factors causing non-compliance, and the mechanisms for supervision and corrective action regarding initial land right registration at the Bantul Regency Land Office. The study employs a descriptive method with a qualitative approach. Data were collected through observation, interviews, and documentation, and subsequently analyzed using techniques involving data reduction, data presentation, and conclusion drawing. The results indicate that the implementation of initial land right registration generally aligns with the applicable SOPs. However, challenges remain, including limited human resources, adjustments to the digital land administration system, and incomplete applicant documentation. Supervision is conducted through the establishment of standards, measurement of implementation, comparison of results against standards, and corrective actions to enhance the effectiveness of land services.
