Abstract

Land acquisition for the development of a geothermal project in Golewa District, Ngada Regency, East Nusa Tenggara, has brought about various changes in the lives of the local community. This study aims to analyze the social and economic impacts specifically those influencing changes in livelihood patterns and community welfare levels and to evaluate the effectiveness of mitigation measures addressing these impacts following the land acquisition. The analysis employs a Social Impact Assessment (SIA) approach integrated with theories of Distributive Justice, Social Change, De-agrarianization, and Social Capital. This research uses a qualitative descriptive-analytical method. Data were collected through observations, in-depth interviews, documentation, and document analysis involving affected communities, customary leaders, PTPLN(Persero), the Land Office, and local government representatives selected through purposive sampling. The findings reveal that land acquisition has altered social relations, triggered social jealousy due to differences in compensation, and generated conflicts between the community and the government. The study also identifies deagrarianization, marked by a shift from agricultural to non-agricultural livelihoods due to reduced productive land, resulting in declining household incomes. Although mitigation measures, including public consultation, compensation, infrastructure development, and community empowerment, have been implemented, they have not fully restored the socio-economic conditions of affected communities. Therefore, social impact mitigation should be strengthened through participatory, transparent, adaptive, and sustainable approaches to improve community welfare.
