Abstract
The development of a nickel processing industrial park in Morowali Regency, Central Sulawesi, is progressing rapidly in line with increasing global demand for raw materials for electric vehicles and the government's nickel downstreaming policy. One such industrial park, PT Indonesia Huabao Industrial Park (IHIP), which began operations in 2023, is located in Bungku Barat District. The presence of this industrial park has driven significant land use changes in three adjacent villages: Ambunu, Tondo, and Tofogaro. The study employed qualitative methods with a spatial approach. Land sale and purchase transaction data for the 2021– 2025 period was collected through interviews with landowners, village officials, and the Land Office, supplemented by GPS coordinates processed using ArcGIS. Descriptive statistical analysis was used to calculate the average change in land value before and after the operation of PT IHIP, while spatial analysis, using map overlays and Average Nearest Neighbor (ANN), was used to examine the distribution patterns of land sale and purchase transactions. The results of the study show that the average land value in the three villages experienced a significant increase after PT IHIP began operations in 2023. Tofogaro Village experienced the highest increase, from IDR 26,000/m2 to IDR 242,000/m2 (831%), followed by Ambunu Village from IDR 50,000/m2 to IDR 251,000/m2 (402%), and Tondo Village from IDR 90,000/m2 to IDR 231,000/m2 (157%). ANN analysis shows that the distribution pattern of land sale and purchase transactions is increasingly clustered during the 2021–2025 period, marked by a decrease in the Nearest Neighbor Ratio value from 0.640 to 0.195, with transactions concentrated in areas with good road access, near residential areas, coastal areas, and areas directly impacted by industrial areas.
