Abstract

The utilization of village treasury land is a crucial aspect in supporting village governance and improving community welfare. In Margoluwih Village, village treasury land is used for agriculture, public facilities, and collaboration with third parties. However, in regulating the use of village treasury land, there are still cases of misuse or use that does not comply with applicable regulations. This study aims to determine its utilization, the process for handling misuse, and the supporting and inhibiting factors in addressing the misuse of village treasury land in Margoluwih Village. This study used a descriptive qualitative method. Data collection was carried out through interviews, observation, and documentation. Primary data were obtained from interviews with village heads and village officials, while secondary data were obtained from laws and regulations, books, journals, and village administrative documents. This study shows that the use of village treasury land in Margoluwih Village is dominated by agricultural activities, public facilities, and limited utilization cooperation. The management and utilization of Village Treasury Land (Land Kalurahan) are regulated by the Yogyakarta Special Region Governor's Regulation Number 24 of 2024, which includes administrative, supervisory, and reporting mechanisms. Misuse is addressed through persuasive approaches, deliberation, outreach, administrative sanctions, and coordination with relevant agencies.
