Abstract

Digital transformation in land administration through electronic certificate policies aims to improve data security and public service efficiency. This study aims to analyze the development of the land certificate media conversion process, examine public perception regarding the security and ease of use of electronic certificates, and identify the driving and inhibiting factors of their acceptance in Manumutin Village, Kota Atambua District, Belu Regency, East Nusa Tenggara Province. The research method used is descriptive qualitative with a purposive sampling technique for informant selection, involving officials of the Belu Regency Land Office, village authorities, and landholders of both electronic and conventional certificates. Data were gathered through in-depth interviews, observation, and document studies, and then analyzed using Miles and Huberman's thematic analysis. The results indicate that the development of the media conversion process at the Belu Regency Land Office is progressing gradually and fluctuating, as it heavily relies on spatial data validation (SU-el), textual data validation (BT-el), and community-initiated applications. There is a significant divergence in perception between community groups; electronic certificate holders demonstrate high positive perception, feeling secure from physical loss and trusting the legal validity and protection against forgery due to Electronic Signature (TTE) technology. Conversely, conventional certificate holders tend to express skepticism and anxiety over cyber data breach risks and the lack of a tangible physical form. The primary driving factors for adoption are the desire to avoid physical document damage and the efficiency of the digital system, while the main inhibiting factors include low digital literacy in the border region, limited technological devices, and the absence of targeted socialization events for the community at the village level.
