Abstract
Vital land records play an important role in supporting land administration and the provision of administrative evidence when the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) is involved in court proceedings. This study aims to analyse the quality of vital records management in terms of governance, human resources, and facilities and infrastructure; identify the factors that hinder its implementation; and examine its implications for the readiness and availability of administrative evidence. This study employed a descriptive qualitative design supported by descriptive analysis of quantitative secondary data. Data were collected through in-depth interviews with nine informants, limited observations at the General Affairs Bureau of the Ministry of ATR/BPN and the East Jakarta Administrative City Land Office, and documentation studies covering regulations, monitoring and evaluation reports, archivist data, and land case data. The data were analysed through data reduction, data display, and conclusion drawing. The results indicate that Ministerial Regulation of ATR/BPN Number 2 of 2026 provides a regulatory basis for managing physical and electronic records throughout their life cycle. Among the 86 work units involved in the assistance programme, several indicators improved after the assistance was provided. Compliance with records-list requirements increased from 7.0% to 96.5%, records arrangement increased from 53.5% to 100%, records digitisation reached 82.6%, records-management competency reached 97.7%, and SRIKANDI implementation increased from 32.6% to 81.4%. Nevertheless, vital records management has not been fully optimised. Of the 570 work units, only 132 had archivists, while 438 had no archivists. Preventive preservation facilities also remained limited, and the technical capacity of personnel was uneven. These conditions may increase the risk of delayed retrieval, incomplete or inconsistent records, and difficulties in tracing administrative histories, thereby limiting ATR/BPN’s readiness to provide administrative evidence. This study did not causally examine the effect of records management on court decisions. Therefore, the identified implications should be understood as potential risks to evidentiary readiness rather than as direct determinants of case outcomes.
