Abstract

The Puncak area of Bogor Regency is a strategic area with an ecological function as the upstream area of the Ciliwung River Basin (DAS). However, it faces development pressures that have triggered environmental degradation. This situation indicates that preventive instruments for controlling spatial use are not functioning optimally. This study aims to analyze the effectiveness of Land Technical Considerations (PTP) as a consideration for issuing Spatial Utilization Activity Conformity Approvals (PKKPR), while also evaluating the effectiveness of PKKPR as an instrument for controlling spatial use in the Puncak area. This study used a descriptive quantitative research format with a spatial approach. The study population included 30 land parcels under PKKPR Berusaha (Business PKKPR) for the 2023-2025 period in the districts of Cisarua, Megamendung, and Ciawi. From this population, a sample of 27 land parcels was selected using a saturated sampling technique, taking into account the completeness of the documentation. All data were collected through document review, image interpretation, and field observations. The data were then analyzed using spatial, statistical, and descriptive analysis techniques to measure the level of PTP integration and PKKPR compliance. The results indicate that the PTP is categorized as effective, with an integration level of 77.8%. However, the effectiveness of the PKKPR is considered ineffective, with a compliance rate of only 48.1%. Non-compliance is dominated by land abandonment, non-conformity of activity types, and deviation from the KDH (Regional Development Plan). It can be concluded that the PTP has been effective as a consideration for PKKPR issuance, but has not been able to guarantee post-licensing compliance. Therefore, a synergy of preventive and curative instruments is needed through supervision, law enforcement, and business awareness to maintain environmental sustainability.
