Abstract
Community participation is an important factor in the success of land consolidation as an instrument for settlement arrangement and regional development. Kampung Bugisan, Panjang Wetan Urban Village, North Pekalongan District, Pekalongan City, Central Java Province., is a coastal settlement area facing various problems, including tidal flooding, inundation, limited road access, inadequate drainage, poor sanitation, and irregular land parcel arrangements. These conditions encouraged the implementation of land consolidation as an effort to rearrange land tenure, ownership, use, and utilization by involving the local community. This study aims to analyze the forms and levels of community participation, identify the factors influencing participation, and examine its contribution to physical-spatial changes in Kampung Bugisan. This study employed a descriptive qualitative method with a case study approach. Data were collected through interviews, observation, and document study involving informants from the Land Office, local government, district and subdistrict offices, neighborhood leaders, community figures, and residents. Secondary data were obtained from land consolidation documents, initial land parcel maps and design maps, minutes of agreement, final reports, and physical development documents under the 2024 DAK PPKT program. Data analysis was carried out through data reduction, data presentation, and conclusion drawing using source and technique triangulation. The results show that community participation was relatively high, as indicated by the approval of 160 prospective participants or 82.9%, exceeding the minimum requirement of 60%. Participation included attendance at public meetings, community deliberations, expression of aspirations, identification of parcel boundaries, completion of land documents, discussion and approval of the land consolidation design, and willingness to participate in the Land for Development mechanism. Based on Arnstein's ladder of participation, the level of participation is in the partnership category because the community can influence the design of the arrangement, but does not receive formal delegation of authority. The influencing factors consisted of government, technical, community, and economic factors. Community participation contributed to the issuance of 237 certificates over 237 land parcels covering 20,943 m2, the provision of land for infrastructure and utilities, and the subsequent physical development of the settlement.
