Abstract

Digital transformation in land administration is realized through the implementation of electronic land certificates, developed from the conventional paper-based registration system toward an integrated digital database. The Complete Systematic Land Registration Program (PTSL) serves as an essential foundation for issuing electronic certificates because it systematically produces legally valid physical and juridical land data. However, the success of its implementation in border areas such as Ekin Village, South Lamaknen District, Belu Regency, East Nusa Tenggara, is strongly influenced by the readiness of information technology infrastructure, which remains limited. This study aims to analyze the challenges of information technology infrastructure in the implementation of digital-based PTSL and its impact on the effectiveness of PTSL implementation and the application of electronic certificates. The study employs a descriptive qualitative approach with informants determined through purposive sampling, consisting of officials of the Belu Regency Land Office, Ekin Village government apparatus, and members of the community participating in PTSL. Data were collected through in-depth interviews, observation, and documentation study, then analyzed using the Miles and Huberman interactive model. The results reveal five interrelated infrastructure challenges: unstable internet connectivity, limited electricity supply, obstacles in the Land Activity Computerization (KKP) application, limited effectiveness of supporting digital devices, and geographical barriers in hilly, border terrain. These five aspects form an interdependent infrastructure system that slows down data entry, administrative services, the completion of PTSL stages, and the issuance of electronic certificates. Nevertheless, effective coordination among the Land Office, village government, and community has minimized these impacts, indicating that infrastructure challenges have not obstructed the legal objectives of PTSL but have slowed the administrative process toward legal certainty of land rights.
