Abstract

Agrarian Reform focuses not only on asset restructuring through land redistribution and asset legalization but also on strengthening community access to economic resources via the Agrarian Reform Access Program. One instance of this program's implementation took place in Kalurahan Sendangsari, Kapanewon Pengasih, Kabupaten Kulon Progo, involving the processing of coconut husk waste into economically valuable cocopeat products. This study aims to analyze the implementation of the Agrarian Reform Access Program, identify the role of coconut husk waste utilization in fostering community social self-reliance, and examine the factors supporting and hindering the program's execution. A descriptive qualitative research method was employed, utilizing data collection techniques such as interviews, observation, and documentation. The findings indicate that the Agrarian Reform Access Program was implemented through stages including social mapping, outreach, group formation, training, business mentoring, the provision of production equipment, and marketing facilitation. The program benefited the community by increasing the value of coconut husk waste and fostering collaboration among artisans. However, full community social self-reliance has not yet been achieved, as the community still requires guidance in decision-making and business development. Supporting factors included local resource potential, government support, and cooperation among group members, while hindering factors included limitations regarding raw material quality and marketing, as well as a continued reliance on external mentoring.
