Abstract
Electronic land certificate regulations were initially introduced through Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN) Number 1 of 2021. Over time, this regulation was revoked and replaced by Regulation of the Minister of ATR/BPN Number 3 of 2023. However, the implementation of electronic certificate issuance by land offices is not as straightforward as stipulated in Regulation Number 3 of 2023 and the Technical Working Procedures (TCK) for Land Book (BT) and Survey Document (SU) Verification. This is evidenced by the fact that a considerable number of Land Book and Survey Document records from earlier periods, particularly between 1970 and 1999, have not yet been entered into the ATR/BPN application portal. Consequently, various challenges arise in the implementation process, particularly in Land Book verification, which has become a significant issue for land offices designated as priority offices for the issuance of electronic documents. This study aims to identify the challenges encountered and examine the policy measures undertaken by the North Jakarta Land Office in implementing Land Book verification. This research employed a qualitative method with a descriptive approach. The findings reveal that the mechanism for implementing Land Book verification at the North Jakarta Land Office consists of 3 (three) stages: preparation, implementation, and quality control. The study also found that certain stages of Land Book verification have not been fully implemented in accordance with the prescribed procedures, particularly the inventorying of Land Book documents and the preparation of forms, reports, or official records. Furthermore, the challenges encountered by the North Jakarta Land Office in implementing Land Book verification are influenced by both internal and external factors.
