Abstract

This study aims to analyze the strategies, impacts, obstacles, and solutions regarding the implementation of the Integrated Complete Systematic Land Registration (PTSL) Program in Babaung Village, Pulau Hanaut Subdistrict, East Kotawaringin Regency, using George C. Edward III‘s policy implementation framework which covers four aspects: communication, resources, implementer disposition, and bureaucratic structure. This research employs a descriptive qualitative method, with data collected through in-depth interviews and documentation studies involving the Land Office, task forces, village officials, and community members. The results show that the implementation of Integrated PTSL ran effectively and exceeded the set target, achieving a realization of 1,209.72 hectares against a target of 1,137.00 hectares. This success was supported by the application of unmanned aerial vehicle-based photogrammetry, structured outreach, strong commitment from all implementing parties, and clear division of tasks among stakeholders. In addition to positive impacts on complete land data and increased community participation, the implementation also faced obstacles such as unclear land boundaries in aerial imagery, frequently waterlogged areas, and uneven public understanding. These obstacles can be minimized through direct field verification, intensive coordination, and deliberative approaches with the community. Integrated PTSL serves as a strategic breakthrough to accelerate comprehensive land registration by integrating technology, institutional arrangements, and community participation.
