Abstract
Protected Rice Fields (LSD) were established by the President through Presidential Decree No. 59/2019 to control agricultural land conversion and maintain food security. However, in Ciseeng District, Bogor Regency, a peri-urban area bordering the metropolitan areas of Jakarta, Depok, and South Tangerang, discrepancies between LSD locations and the spatial pattern of the Spatial Plan (RTRW) are often found. This study aims to identify the distribution and extent of LSD, their compliance with the RTRW, the factors driving the discrepancy and land conversion, and their impact on local food production, using descriptive qualitative methods supported by spatial analysis (overlay of LSD, RTRW, and land use maps 2020-2026) and in-depth interviews. The results of the study indicate that the LSD in Ciseeng District only covers 224.21 ha (5.58% of the district area) and is unevenly distributed. Of this area, only 53.21 ha (23.73%) is in accordance with the RTRW Food Crop Area, while 171.00 ha (76.27%) is not in accordance due to the lack of synchronization of central and regional policies, minimal field verification, and the lengthy LSD status evaluation mechanism. A total of 13.35 ha of LSD has undergone a conversion to non- agricultural use. Changes in the use of rice fields in Ciseeng District have changed a lot, especially to residential areas, driven by damaged irrigation, economic pressures and regional development, socio-demographic factors, and weak regulatory enforcement. This condition creates legal uncertainty for landowners and drastically reduces local food production, with rice production dropping from 2,325 tons in 2019 to 696.13 tons in 2023 or around 70% during the period 2019 to 2023. This problem is systemic so that it requires policy synchronization, periodic field verification, acceleration of LSD status evaluation, improvement of irrigation infrastructure, and outreach to the community to maintain the function of LSD in supporting local food security. Keywords: Protected Rice Fields, RTRW, land conversion, food production, spatial analysis.
