Abstract

The rapid advancement of technology has encouraged the use of digital media as an innovative approach to socialize public service information. However, public understanding of land administration services remains limited due to the reliance on conventional socialization methods that are often less engaging and interactive. This study aimed to develop a web-based gamified multimedia visual novel as a medium for socializing information on land administration services and to evaluate its feasibility. The research employed the Research and Development (R&D) method using the Software Development Life Cycle (SDLC) Waterfall model, which consists of the stages of requirements analysis, system design, implementation, testing, and maintenance. The developed game covers two main topics: first-time land registration and the conversion of Building Use Rights (Hak Guna Bangunan/HGB) into Ownership Rights (Hak Milik/HM). Product evaluation was conducted through Black Box Testing, expert validation, limited group testing and user testing involving 52 respondents. The results indicated that all system functions operated properly based on Black Box Testing, while expert validation confirmed that the product was feasible for use after revisions were made according to the validators’ recommendations. User testing showed positive responses, with the developed media achieving a “good” category. These findings indicate that the developed web-based gamified multimedia visual novel has the potential to serve as an interactive and effective alternative medium for supporting the socialization of land administration service information to the public.
