Abstract

Improving land data quality is an effort to establish a complete, accurate, and integrated land database. Several registered land parcels categorized as KW 4, KW 5, and KW 6 still have incomplete integration between juridical and spatial data, requiring data improvement efforts. Thisstudy aims to analyze the condition of KW 4, KW 5, and KW 6 land data quality before and after the improvement process and to formulate strategies for improving land data quality at the Central Jakarta Administrative Land Office. Thisstudy used a qualitative method with a descriptive approach. Data were collected through interviews, documentation, and document studies. The research informants were selected using purposive sampling, consisting of the Head of Survey and Mapping Subsection and GeoKKP operators who were directly involved in data validation activities. Data analysis was conducted through data reduction, data presentation, conclusion drawing, and SWOT analysis. The results showed that the quality of KW 4, KW 5, and KW 6 land data improved after validation and data updating processes. The number of targeted parcels decreased from 885 parcels in 2024 to 126 parcels in 2026. Data improvement was carried out through verification of land books, survey documents, NIB, spatial data matching, and integration into the KKP/GeoKKP system. The main obstacles identified were unmapped old data, disconnected NIB, difficult parcel history tracking, and limited historical documents. Based on the SWOT analysis, the priority strategy for improving land data quality is the Weakness–Opportunity (WO) strategy, which utilizes geospatial technology and land document digitization to overcome historical data limitations and improve the integration between juridical and spatial data. Keywords: land data quality, KW 4, KW 5, KW 6, GeoKKP, SWOT analysis
