Abstract

The Complete Systematic Land Registration Program (PTSL) is a strategic policy implemented by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) to accelerate land registration and provide legal certainty over land ownership throughout Indonesia. Although the program has been regulated through technical guidelines and operational procedures, its implementation at the Blora Regency Land Office still encounters several obstacles affecting the achievement of program targets. This study aims to identify the factors that hinder the implementation of PTSL, examine the efforts undertaken to overcome these obstacles, and evaluate the implementation of PTSL based on its compliance with the applicable Technical Guidelines. This study employed a descriptive qualitative research method with an evaluative approach. Data were collected through interviews, observations, and documentation involving employees of the Blora Regency Land Office, adjudication committee members, village officials, and community members participating in the PTSL program. The collected data were analyzed using the interactive analysis model of Miles, Huberman, and Saldana, consisting of data collection, data condensation, data presentation, and conclusion drawing to obtain a comprehensive understanding of the implementation of the PTSL program. The findings indicate that the implementation of the PTSL program at the Blora Regency Land Office is influenced by both internal and external factors. Internal obstacles include limited human resources, high workloads, and budget efficiency policies affecting operational activities. External obstacles include limited public understanding of the program, incomplete land ownership documents, unclear land boundaries, and land ownership disputes. To address these challenges, the Land Office has strengthened coordination with village governments, conducted public outreach and socialization, provided administrative assistance, and optimized available resources. Overall, the implementation of the PTSL program has generally complied with the applicable Technical Guidelines; however, its effectiveness still requires improvement through stronger institutional capacity, better coordination, and increased public participation. Keywords: Evaluation, Policy Implementation, Complete Systematic Land Registration (PTSL), Land Office, Blora Regency.
