Abstract

This study aimed to analyze the fundamental basis for preparing the masterplan, examine the objectives of the masterplan, and identify the obstacles in developing village potential along with the development efforts undertaken during the masterplan preparation process in Banjarasri Village, Kalibawang District, Kulon Progo Regency. This research employed a descriptive qualitative approach. Data were collected through observation, in- depth interviews, and documentation. The research informants consisted of the Jagabaya, Ulu-ulu, Village-Owned Enterprise (BUMDes) Manager, Hamlet Heads, and community members. Data were analyzed using the stages of data reduction, data display, and conclusion drawing. The findings revealed that the primary basis for preparing the masterplan was the identification of village potential, geographical conditions, community needs, and the alignment of development directions with the village development planning. The objective of the masterplan was to provide a planned, integrated, and sustainable direction for development by optimizing the tourism and agricultural sectors as the leading sectors in improving community economic welfare. The obstacles identified included limited human resources, suboptimal coordination among stakeholders, limited funding, inadequate tourism supporting facilities, low tourism promotion, and several constraints in the agricultural sector, such as rat pest infestations, the lack of farmer regeneration, limited agricultural land, and insufficient socialization and training for farmers. The development efforts undertaken included enhancing human resource capacity, strengthening institutional capacity, empowering the community, and expanding partnerships. Therefore, the masterplan is expected to serve as a development guideline capable of effectively integrating the potential of Banjarasri Village in order to sustainably improve the economic welfare of the community.
