Abstract

A village masterplan is a long-term development planning document that serves as a guideline for directing regional development. However, its position within the legal system of village development planning has not been widely studied. This article examines the legal and administrative aspects of the Pucung Village Master Plan for 2022–2042. This study employed qualitative methods with a descriptive approach. The research location was Pucung Village. Data were obtained through in depth interviews with Some Village Aparatus and Village, supported by field observations and document studies. The research results indicate that, legally, the development of the Pucung Village Masterplan was carried out based on the authority of the village government as stipulated in Law Number 6 of 2014 concerning Villages and in accordance with the Minister of Home Affairs Regulation Number 86 of 2017. The development process was conducted in a participatory manner through hamlet and village deliberations and took into account the Gunungkidul Regency Spatial Planning. However, the masterplan does not yet have the status of a binding village law, so its implementation still depends on local government policy. From an administrative aspect, the development of the masterplan has fulfilled the elements of development administration, including establishing development goals, targets, and priorities, implementation timeframes, resource management, and the involvement of implementing organizations. The main implementation obstacles stem from budget limitations, changes in central government budget efficiency policies, regulatory dynamics, and land status issues at several development sites, resulting in some programs not being realized as planned.
