Abstract

Rapid urbanization in Indonesia has increased population density in urban areas while land availability remains limited, leading to unplanned slum settlements and declining environmental quality. Vertical Land Consolidation (Konsolidasi Tanah Vertikal/KTV) is a land management innovation intended to increase housing density without horizontal land expansion, but its success depends heavily on how the affected community perceives and accepts it. This study aims to analyze public perception of, and to evaluate the implementation of, the KTV Program at Rumah Barokah, Palmerah, West Jakarta. A combined quantitative descriptive-evaluative and qualitative approach was employed. Data were collected through Likert-scale questionnaires and limited interviews with all 9 household heads residing in Rumah Barokah, using a total sampling technique. Public perception was measured through cognitive, affective, and conative dimensions, while program implementation was evaluated using William N. Dunn's six policy evaluation criteria: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The results show that overall public perception of the KTV Program is positive, with a mean score of 2.659, consistent across the cognitive (2.644), affective (2.667), and conative (2.667) dimensions. The evaluation results indicate that the program has generally run well, being effective, sufficiently efficient, sufficiently adequate, equitably distributed, responsive, and appropriately targeted in addressing land scarcity and substandard housing. The study recommends accelerating technical regulations on the transfer and utilization of the resulting condominium title certificates (SHM Sarusun) and replicating this cross-sector collaboration model in other slum areas of Jakarta while maintaining a no-displacement principle.
