Abstract
Land plays a strategic role in Indonesian society, both as a place to live and as an economic asset requiring legal certainty through registration. The Complete Systematic Land Registration Program (PTSL), implemented by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency, aims to accelerate land registration nationwide. However, program success should not be measured solely by the number of certificates issued, but also by the public's perception as direct beneficiaries. This study aims to determine the community's perception of PTSL implementation in terms of procedure, cost, processing time, service quality, and benefits, and to identify the factors influencing that perception at the Surabaya II Land Office. This study uses a qualitative descriptive approach, with data collected through in-depth interviews, observation, and documentation involving ten community members who received certificates through PTSL and two Land Office officers, selected through purposive and snowball sampling. Data were analyzed using the Miles and Huberman interactive model, comprising data reduction, data display, and conclusion drawing/verification, strengthened by source triangulation. The results show that community perception of PTSL implementation is generally positive across the aspects of procedure, cost, service, and benefits, with the timeliness of completion remaining the most critical dimension. Perception is shaped by the interaction of external factors—clarity of socialization, quality of officer interaction, and cost transparency—and internal factors, namely the psychological need for security and legal certainty. These findings confirm that the success of PTSL, from the community's perspective, rests on the quality of interpersonal service, transparency, and the fulfillment of the community's fundamental need for legal certainty over land. Keywords: community perception, PTSL, land registration, public service, program success
